Recently, the Karnataka cabinet approved a draft bill that says it is mandatory to give reservations to locals for private jobs. The Karnataka State Employment of Local Candidates in the Industries, Factories, and Other Establishments Bill 2024 makes compulsory quotas in the private sector. As per the proposal, 50% of the administrative jobs will be reserved for Karnataka people, and 75% of non-administrative employment will be reserved for Karnataka people. Also, the bill ensures that 100% of the Group C and Group D jobs will only be given to Kannadigas.
Well, this controversial bill sparked outrage among the companies and other candidates. Later on, the government put this bill on hold and announced it would implement it after making corrections. Interestingly, this bill says anyone who is born in Karnataka, has lived here for the last 15 years, and knows how to communicate in Kannada is eligible for the bill.
Why Karnakata Government Aprroved this Bill?
- The government of Karnataka wants to ensure job security for their local people as they are responsible for empowering their people and creating jobs for them.
- There has been a Pro Kanada movement going on in Karnataka for the last few years. Pro-Kannada groups think people from other states, especially from Bihar and Up, are threats to them. In their speeches, they portray them as they will destroy the identity of the Kannada people. Outsiders will take their jobs, businesses, homes, languages, and lands. These groups pressure the government to make this kind of reservation in the private sector.
- By this, the government may want to promote economic development in the state. As the person who is from the state will spend his amount in the state only,
- The government may want to protect their local culture by giving the local people more and more jobs. So they do need to leave their state in search of a job or business.

Why is this wrong, and what is the Issue with Reservations for Locals in Private Jobs?
- Companies will have to face the negative impact of this as they only have limited resources to hire. In this situation, instead of hiring a person on merit, they will give the job to the person who might not need to be more fit for the job role.
- States like Bihar and Jharkhand have limited job opportunities, and this bill will make the situation worse as they cannot go to another state in search of jobs or earn money for their families.
- Discrimination will arise as local people will target the people coming from outside. As making such a law directly points out, “People coming from outside taking the jobs of locals” is not true. Trained, skilled, or financially feasible people are taking the jobs
- Things would be worse if all the states of India implemented this. All the state people will work separately, and no unity will exist there. All local people will see the other state people as job snatchers or threats to their business.
- It will also impact the overall development of industries in India. The reason is that companies have to hire local people in the private sector on reservation instead of merit, which will reflect in overall output.

The private sector works differently from the public sector, and the main goal of the companies is to grow in the market. In that process, they hire the best people from the talent pool and pay the amount they require. So, reservations in the private sector for locals will impact all the organizations in a negative manner. Yes, the government can reserve a 10-15% quota for locals in private jobs to ensure the employment of locals but 50% is too much. Withdrawing or modifying this bill must encourage companies to set up their businesses.
